This issue can occur if the appropriate dbschema scripts are not executed against this Oracle vCenter Server database. For more information about these scripts, see step 3 and 4 in Use a Script to Create the Oracle Database Schema (Optional) in the ESX and vCenter Server Installation Guide
To resolve this issue:
  1. Open a SQL*Plus window with a user that has schema owner rights on the vCenter Server database.
  2. Locate the dbschema scripts in the vCenter Server installation package at /<installation directory>/vpx/dbschema.
  3. In SQL*Plus, run these scripts in sequence on the database:
Note: <path> is the directory path to the /<installation directory>/vpx/dbschema folder.
