Reordering/moving the Policies in the Service Composer UI takes a long time for complete sync & publish with high CPU utilization on NSX Manager (2151232)

  • Re-ordering policies in the NSX Service Composer, the message: Sync Status: In progress shows for an extended period of time in the Service Composer section of Networking & Security
  • On the NSX Firewall section, the header shows a status of "Publishing rules"
  • The NSX Manager shows high CPU load, with either the Postgres or java processes at the top when running show process monitor from the NSX Manager CLI.
  • The operation completes but can take many hours depending upon how many security policies and firewall rules are present, and how much the policies were re-ordered.


This is a known issue affecting VMware NSX 6.3.x.

Currently, there is no resolution.

To workaround this issue:
  1. While creating the Policy, try to give the right precedence (weight) to the Policy, so that it lands at the right position in the first attempt, and you do not need to reorder Policies again.
  2. If you must move a Policy to another position, edit the Policy to be moved and change the precedence (weight) to an appropriate value. This will result in the modification of a single Policy and finish quickly.
  3. Leave a gap between the weights assigned to policies, so that when one policy needs to be moved to a different location, its weight can be changed to a value between other policies without having to change the weight on multiple policies.
