Windows 10 1703 Start Menu causes the COM Surrogate process to use 100% CPU (2151201)

If you have Windows 10 version 1703 and VMware User Environment Mananger (UEM) running, and DirectFlex is enabled, you experience this symptom: 

Opening the Start Menu causes the COM Surrogate process to use 100% on one of the CPUs causing slowness.


This is a known issue affecting VMware User Environment Manager.
VMware is aware of this issue and is working to resolve this in a future release.
To work around this issue, add the dllhost.exe file to the UEM DirectFlex blacklist.
To add dllhost.exe to the UEM Direct Flex blacklist:
  1. Create a Blacklist.xml file in the ...\General\FlexRepository\DirectFlex folder.
  2. Open the Blacklist.xml file using a text editor.
  3. Insert these lines in the Blacklist.xml file: 

    <?xml version='1.0' encoding='utf-8'?>
    <setting type='blacklist' list='dllhost.exe'/>

    Note: If you already have the Blacklist.xml file, just update its list attribute by adding |dllhost.exe at the end of the current value. (note the '|' (pipe character), which acts as a separator).
