Powering on a linked clone virtual machine fails with the error: The current operation cannot be performed because it has been configured as a failover host for a cluster (2151059)

Symptoms

When provisioning a linked clone virtual machine on vSphere cluster with HA admission control enabled and with a dedicated fail over hosts, the virtual machine fails to power ON and fails with an error:

The current operation cannot be performed because it has been configured as a failover host for a cluster.

Cause

VMware Horizon linked clone function is not aware of vSphere HA failover hosts. It might select a failover host for provisioning virtual machines.

Resolution

To work around this issue, configure DRS with Partially Automated or Fully Automated.
