VIO Launching an instance fails with "Error: You are not allowed to start instance: Instance_Name" (2151526)

Launching an instance with an “Error” status from Horizon dashboard, fails with the following error message::
Error: You are not allowed to start instance: Instance_Name

Running openstack server show Instance_ID from CLI command, shows the following characteristics:

| OS-EXT-STS:power_state              | Shutdown                                                                    |
| OS-EXT-STS:task_state               | None                                                                        |
| OS-EXT-STS:vm_state                 | error                                                                       |


This behavior has been detected if the entire environment is shut down following these steps:
  1. Powering off OpenStack VMs from vSphere Web Client
  2. Stopping Openstack Services from VIO Plugin in vSphere Web Client 
  3. Shutting down vCenter 
  4. Entering ESXi in maintenance mode
  5. Rebooting Esxi host
  6. Starting vCenter Server
  7. Exiting ESXi from maintenance mode
  8. Starting VIO vApp
  9. Starting Openstack Services from VIO Plugin in vSphere Web Client 


Instance state must be reverted in "stopped", directly from Openstack CLI command:
openstack server stop Instance_id

Once the instance has been correctly stopped and its status shows as stopped, you can start back the Instance from CLI or directly from Horizon.
