Guest Introspection deployment failure if ESX host has vmkernel interface configured to use 169.254.1.1

Issue/Introduction
Symptoms:
- GI deployment failure due to missing IP assignment of 169.254.1.1 from subnet 169.254.x.x
- Blank error box displayed in UI
Cause
The Guest Introspection (GI) deployment fails to deploy as it uses 169.254.x.x subnet to assign IPs internally for the GI service, if a static IP 169.254.1.1 is applied to any vmk from subnet 169.254.x.x, The USVM for the affected host will also be deployed with configuration errors.
Resolution
Do not assign static IPs 169.254.1.1 in your environment from subnet 169.254.x.x
