Error codes 2349 and 1603 when applying minor upgrades to vCenter Server 6.x on Windows

Issue/Introduction

Symptoms:
  • vCenter server 6.x fails with error codes 2349 and 1603
  • You see the error message:

Installation of component vmware python components failed with error code 1603. Check the logs for more details
The installer has encountered an unexpected error installing this package. This may indicate a problem with the package. The error code is 2349
 
  • In vc-install.txt you see entries similar to:

Failed Stage: install-packages

Logs: C:\Users\ADMINI~1\AppData\Local\Temp\pkgmgr-comp-msi.log

C:\Users\ADMINI~1\AppData\Local\Temp\vminst.log

 

  • In vim-vcs-msi.log you see entries similar to:

DEBUG: Error 2835: The control ErrorIcon was not found on dialog InstallError

The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2349.

Environment

VMware vCenter Server 6.7.x
VMware vCenter Server 6.0.x
VMware vCenter Server 6.5.x

Cause

This issue can occur due to firewalls or antivirus services running on the Windows Operating System.

Resolution

To resolve this issue, disable any services that could be blocking the upgrade:
  • Disable any 3rd party firewall services in the Operating System (if applicable)
  • Stop windows firewall service if it is running
  • Disable antivirus
Attempt the upgrade again and enable the services once complete.
