Administration > Server Settings Is Not Available in VI Client Menu When I Try to Configure License Server on VirtualCenter

VMware documentation states:

To configure server-based licensing for VirtualCenter Server
1. From the VI Client, choose Administration > Server Settings.

This option is not available to me. What is wrong?

Make sure the VI Client is connected to VirtualCenter, not the ESX Server host.
