Cause

This issue occurs because the Volume Shadow Copy Server (VSS) fails in Windows when the Windows Server Backup feature is not installed.

Resolution

To resolve this issue, add the Windows Server Backup Features feature to Windows.

To add the Windows Server Backup Features feature to Windows, use one of these options:

    1. Open an elevated command prompt on the system failing the conversion. For more information, see Opening a command or shell prompt (1003892).
    2. Type ocsetup WindowsServerBackup then Press Enter.
  • Add the feature using Server Manager:
    1. Click Start then click Server Manager.
    2. In Features Summary click Add Features.
