Creating a Link between CMDB Items with impact set using the API creates the link, but does not set the impact flags.
It is not possible to set the impact via the API on a CMDB item.
You are unable to set the impact on a CMDB item, even if the override link type is set.

This is a known issue affecting VMware Service Manager 9.x. Currently, there is no resolution.

A resolution for this issue is being evaluated for inclusion in a future release.
