In VMware Service Manager 9.x, you experience these symptoms:

API look up queries use UPPER(name) instead of the UP_name columns on the larger tables, this is inefficient.
The API function that checks for Location, Org, Workflow Template as a parameter uses UPPER(name) instead of the UP_name column used.

This issue is resolved in VMware Service Manager 9.1.1. Download the latest version from the VMware Download Center.
