Rules in conditional branches within Service Manager are executed again when the conditional branch is already closed
If a closed CB Task is evaluated because it is has open children at the end of any task activation, history entries are added for that CB task for every rule that returns true.

This issue is resolved in VMware Service Manager 9.1 Rolling Patch 01.
