Installing vCenter Configuration Manager 5.5 fails during the pre-requisite check in Foundation Checker (2015821)

Symptoms

Cannot install vCenter Configuration Manager (vCM) 5.5
Installing vCM fails during the pre-requisite check in Foundation Checker
During the SQL XML check in Foundation Checker, you see this error:

The Required Product is not installed. Please ensure that the Required Product is Installed to continue. Click here for more information SQL XML 4.0 with Service Pack 1

Cause

This issue occurs if you are using SQL XML versions prior to 10.0.1600.60, 4.0 SP1.

Resolution

To resolve this issue, uninstall the installed SQL XML version from Add/Remove Programs and then install SQL XML 4.0 SP1.
