Intermittent connection failure error when changing IP adapter settings (2015607)

A connection failure error occurs intermittently on Windows 7 64-bit, Windows Server 2008 32-bit, and Windows Server 2008 64-bit machines.

Collect IP information from multiple Windows machines including Windows 7 64-bit, Windows Server 2008 32-bit, or Windows Server 2008 64-bit machines.
Change settings by running an Edit Adapter IP Settings action on the machines.
For example, change the DNS server IP address, or add a WINS server.
Monitor the progress of the operation in the Jobs Running window.
The job fails with the following error:

Create connection failed: Failed
```

The problem occurs intermittently.

Retry the Edit Adapter IP Settings action until the job succeeds.
