After upgrading from Service Manager 8.x to 9.x, descriptions in the migrated workflows are missing (2010629)

After upgrading from Service Manager 8.x to 9.x, you experience these symptoms:

The migrated workflows do not have descriptions
When emails are sent to the officer, the assignment messages do not have descriptions
Descriptions are missing in workflows
This issue does not occur with new workflows created
When a new workflow is created, the task display the description and the email sent to the officer includes task descriptions
