Microsoft Cluster Service Doesn't Start

I am running a two-node cluster with Microsoft Cluster Service. When I power on both nodes simultaneously, the clustering service fails to start, and returns an error (System error 1067 on a Windows Server 2003 virtual machine or System error 5086 on a Windows 2000 virtual machine). Is there a way I can work around this issue?

Solution

This is a known issue with Windows operating systems configured to use Microsoft Cluster Service. Microsoft has documented a workaround in its Knowledge Base (article 249194, "MSCS/Cluster Does Not Form with Error Messages 170 and 5086"), at support.microsoft.com/default.aspx?scid=kb;en-us;Q249194.

The workaround entails setting a 30 second delay in the start of the cluster service in the virtual machine.
