Connecting to Chargeback web interface fails with the error: webpage cannot be displayed (1030760)

Symptoms

  • Unable to connect to the vCenter Chargeback web interface
  • Navigating to the URL https://<ip_address>/cbmui fails
  • You see the error:

    A web page cannot be displayed

  • You see this error message in a previous established connection:

    Connection with vCenter Chargeback server could not be established

Resolution

This issue can occur if the Apache Web server service is not running.
 
The Apache Web server service may not be running after adding an SSL certificate and the services were not restarted or if the Apache server services were stopped manually.
 
To ensure that the Apache Web server services are running:
  1. Go to the machine where vCenter Chargeback is installed.
  2. Click StartRun, type services.msc, and click OK. This opens the Windows Services Manager.
  3. Look for the VMware vCenter Chargeback Load Balancer service and if it is not already started, start it.

    Alternatively, click Start > All Programs > VMware vCenter Chargeback > vCenter Chargeback Services and click on the Start LoadBalancer shortcut.
