ESX/ESXi host in vCenter Server reports the error: Unable to apply DRS resource settings on host. The operation is not allowed in the current state (1028351)

Symptoms

  • ESX/ESXi host in vCenter Server reports the error:

    Unable to apply DRS resource settings on host. The operation is not allowed in the current state. This can significantly reduce the effectiveness of DRS.
    WARNING: UserDuct: 184: Cannot allocate a new data segment, out of memory

Resolution

To resolve this issue, restart the hostd service. For more information, see Restarting the Management agents on an ESX or ESXi Server (1003490).
 
If the error persists after restarting the hostd service:
  1. Verify if EVC is enabled on the cluster. 
  2. Navigate to the Edit Settings of the cluster.
  3. Click VMware EVC
  4. If EVC is enabled, power off the virtual machines.
  5. Put the ESX host in maintenance mode.
  6. Remove the ESX host from the cluster by dragging it out of the cluster.
  7. Re-add the ESX host to cluster by dragging it within the cluster.
  8. Exit from the maintenance mode.

Impact/Risks

This error does not have any impact on production and can be safely ignored.
