Downloading the license file fails

Summary
Downloading static files fails. The static files are used to decode license keys. These files are downloaded from the host when the host is added to the vCenter inventory. Typically, only the static files from the first host of a particular version are required. All other hosts with the same version reuse files already downloaded.
Example
License file download from <download location> to vCenter Server failed.
Impact
The host cannot be added to the cluster, because of:
Management network connectivity issues
vCenter filesystem permission or space issues
NFC issues
Solution
To ensure you can successfully download the license file:
Check filesystem permissions and space.For more information, consult your vendor documentation.
