Windows virtual desktop log in error: Your desktop is in an inconsistent state that could cause data loss (1009789)

You see the following error when you log in to a Windows virtual desktop:
Your desktop is in an inconsistent state that could cause data loss (error: failed to backup profiles keys)

This issue may occur if read/write access is blocked by anti-virus software.
To confirm that this is the cause:
  1. Log in to the virtual machine via the MKS Console in VirtualCenter.
  2. Run msconfig to prevent the anti-virus software from starting.
  3. Reboot the virtual machine and log back in to the virtual machine. If you do not see the error, this issue is caused by anti-virus software.
You must disable live file scanning on \personality\ and \personality.bak\ (located on your data drive). For more information, contact your anti-virus software vendor.
