Windows Server 2003 Datacenter Edition (32 Bit) Virtual Machine Might Fail to Migrate to Lower Versions of ESX Server Host

Details

Virtual machines running Windows Server 2003 Datacenter Edition (32 bit) might fail to migrate if the version of the destination ESX Server host is lower than that of the source ESX Server host. Migration fails with a message similar to the following:
Unable to migrate from <Source_ESX_Server> to <Destination_ESX_Server>:
Host CPU is incompatible with the virtual machine's requirements at CPUID level 0x1 register 'edx'.

Solution

This is a known issue with VirtualCenter 2.5 Update 1 and later.
As a workaround, temporarily set the guest operating system version of the virtual machine to a version other than Windows Server 2003 Datacenter Edition, and then try migrating the virtual machine. This is known to have worked in certain cases.
