View Composer installation fails when VirtualCenter server language is set to Swedish (1007915)

Details

View Composer installation fails and reports that .NET 3.0 is not installed when the language is set to Swedish for the VirtualCenter server under the Regional and Language Options. This occurs when the server operating system is Windows 2003 R2 Service Pack 3, English.

Solution

Change the language on the server to English and install View Composer again.
 
This problem is fixed in View 3.1.
