VirtualCenter Server cannot perform Consolidation Analysis

VirtualCenter Server cannot perform Consolidation Analysis Note: This issue may occur when the VirtualCenter Server is installed on a machine running a non-English version of Windows.
You see the error:
Connection to perfmon failed. Remote registry disabled or the collector service is not running with administrator privileges.
Solution
Ensure that the collector service is running as a user with administrative access across the domain and is running as a local service. These settings are not configured by default.
Note: Consolidation Analysis is only supported for Windows operating systems.
Click Change with regard to Service Credentials. Ensure the account has Administrative privileges on the VirtualCenter Server.
Ensure that the account can log on as a service. The Log on as a service setting is changed in the Windows Local Security Policy utility (Start > Administrator Tools > Local Security Policy).
Enter a domainâqualified user name (for example, DOMAIN\username) and password.
