Server on Localized Operating System Fails to Recognize Certain Locales
Details
Why won't VirtualCenter start on my localized operating system?
Solution
There are two issues:
The VirtualCenter Server refuses to start on a localized operating system.
The VirtualCenter Server disallows a client connection from a localized operating system.
Localized operating systems have a Windows-specific locale name that can sometimes contain non-ASCII characters (for example, some Norwegian characters are not supported at this time).
To work around this problem, change the locale on your Windows operating system to English on the VirtualCenter Server or the client machine or both.
